(FROM THE ARTICLE: Republican Congressman Rodney Davis is distancing himself from a GOP supporter who made harsh remarks about a Davis challenger. An email reportedly from Montgomery County GOP Chairman Joe Allen called Erika Harold of Urbana a “street walker” and “love child” of Democrats. It predicted she will be hired by a Chicago law firm meeting a minority-hiring quota. Harold is bi-racial, a former Miss America and a Harvard law school graduate. The Republican is challenging Davis in next year’s primary. Davis spokesman Andrew Flach says the email was “misguided and wrong.” It was published on a website maintained by a former GOP official Doug Ibendahl, who called it “racist.” Allen told The News-Gazette in Champaign what he wrote “was completely wrong.” Harold’s campaign didn’t respond to calls or emails.)

Just 24 hours ago Allen had been listed on Davis’ campaign website as a member of “Team 2014,” individuals who support the Taylorville Republican for re-election next year. But that was before an email surfaced in which Allen referred to Urbana attorney Erika Harold, who is challenging Davis in the Republican primary election next year, as a “love child” of the Democratic National Committee, and said that she would be defeated and would move back to Chicago “working for some law firm that needs to meet their quota for minority hires.” Harold, who is biracial, recently moved back to Champaign-Urbana to take a position with the Champaign law firm Meyer Capel and to run against Davis in the 13th Congressional District. The University of Illinois and Harvard Law School graduate also is a former Miss America. Davis said Thursday that he had not had a chance to talk to Allen, but called the remarks “incredibly dumb” and “very disappointing.” He said the comments “offended me as a father.” Allen has worked for the Illinois secretary of state’s office since 1985 and is listed a storekeeper. He made almost $52,000 in calendar year 2012. “The secretary finds it despicable what he said,” said Dave Drucker, a spokesman for Secretary of State Jesse White, a Democrat. Allen has since apologized for the remarks. The original comments were contained in an email he sent to Doug Ibendahl, a Chicago attorney who publishes a political website called Republican New Watch (http://republicannewswatch.com/wp/). Habeeb Habeeb, the Republican Party chairman in Champaign County, Wednesday called on Allen to resign. “Jim Allen needs to repent and get on his knees and ask forgiveness from the Lord Almighty, immediately resign his post, call Erika Harold and apologize, and issue a public apology to all the citizens of the 13th Congressional District and the whole nation,” Habeeb wrote.)

(FROM THE ARTICLE: Private equity manager Bruce Rauner, running for governor, is in the midst of a cross-state campaign trek. The campaign for the Republican nomination is intense, even in the early rounds. Rauner was criticized by fellow candidate Dan Rutherford, the state treasurer, for not facing citizens and the press when he announced his candidacy. After Rutherford did a 13-city tour of political rallies, public and press welcome at each, Rauner announced via a video on his website. Rauner says this method was intended to reach more supporters. “We’re trying to maximize my exposure,” he said. “Launching a video that could be spread throughout the state digitally was hugely powerful. When we launched our two-minute video, we thought we would get 2-3,000 views that first day. We got 40,000.” Among other discussions, he said the accusations by State Sen. Kirk Dillard (R-Hinsdale) that he “employed” fraudster Stuart Levine are inaccurate. “He’s bringing up some guy named Levine who I’ve never had any interaction with and didn’t even know he was there,” Rauner said. “Somehow my old investment firm is involved in corruption and has something to do with him? It’s pure baloney.”)

(FROM THE ARTICLE: The process of conducting background checks for national security clearances is riddled with extensive fraud that can’t be adequately combatted, a government watchdog is set to tell a Senate subcommittee Thursday. The clearance system has come under increased scrutiny after Edward Snowden, a government contractor with such a clearance, leaked information about government surveillance programs to the press. The Office of Personal Management doesn’t have the resources to properly oversee the program, leading to a backlog of reports of fraud to investigate, according to prepared testimony from Inspector General Patrick McFarlane. “Our resources remain woefully inadequate, preventing us from performing the level of oversight that such an important program requires,” McFarlane says in prepared remarks. In one example of fraud he’ll recount, 1,600 different background check reports were fabricated by one employee, who herself was hired on a faulty background check. McFarlane will tell the subcommittee that 18 people have been convicted of creating false background checks since 2006, and two more have pleaded or are pleading guilty in the past month. Nearly 5 million Americans have security clearances, a number that has made news since Snowden used his access to release secret information about National Security Agency surveillance programs. Almost three-quarters of those individuals have “secret”-level clearances, and about 30 percent have a higher, “top secret”-level clearance. McFarlane will tell Congress that the background check part of granting clearances is critically important, and dangerous if compromised. “A background investigation is the first step in the issuance of any security clearance. If that background investigation is not thorough, accurate, and reliable, then all other decisions made related to the issuance of the security clearance are suspect,” he will say. Other issues with the program include an inability to suspend individuals suspected of fraud. In one case McFarlane cites, an individual on leave from an OPM position found a job doing background checks for another federal agency while facing a pending criminal indictment for falsifying such reports. A risk audit also found that the financial management of the investigative division responsible for the reports was particularly susceptible to fraud, waste and abuse. McFarlane is scheduled to speak to a Senate Homeland Security and Governmental Affairs subcommittee at a hearing Thursday afternoon. Subcommittee members will also hear from representatives from the Department of Defense, which issues about 80 percent of the clearances, and the Government Accountability Office.)

(DIERSEN: In 1971, when I was 22, I did not accept IRS’s offer to be a GS-7 ($42,508 in today’s dollars) Revenue Officer because I wanted to “understand the enemy from the inside out.” The main reason why I accepted the job offer was that I was unemployed. Firestone Stores had fired me because I had accepted an offer to work for Oldsmobile. But then, Oldsmobile withdrew its offer saying that it had agreed to stop hiring Whites to settle an EEOC complaint. Subsequently, Firestone Stores un-fired me and let me work there part-time until the end of 1972.)

Michele Bachmann (R-MN) delivered a short speech the Tea Party Patriots’ “Audit the IRS” rally Wednesday afternoon and used the opportunity to defend her former career with that very same government institution. Claiming she was an “insurgent” at the IRS, Bachmann said she only took the job because she believes that “if you understand the enemy from the inside out, that’s the best way to defeat them.” “Well, it’s been a hundred years now that we’ve had the current United States tax code,” Bachmann said to the adoring crowd. “Don’t you think a century of oppression is enough?” From there she went on to tell the story of her “former life” when she was “an insurgent” at the IRS. “I was an insurgent because I absolutely wanted to defeat the tax code and bring more liberty about in the United States,” she said. “And so after I went to law school, I got a post-doctorate degree in tax law and after that I got a job with the IRS as a tax lawyer. Because I believe if you understand the enemy from the inside out, that’s the best way to defeat them.” Bachmann described her colleagues in the House of Representatives as being “more frightened of real people than anything else.” So, she said, “I think that there are shivers right now going up of a lot of politicians in that building,” she said, referring to the U.S. Capitol behind her. “You’re here and you’re clear with your message,” she concluded. “And your message is, it’s time to abolish the IRS!” During her campaign for the Republican presidential nomination in 2011, Bachmann’s four-year stint as a tax lawyer for the IRS drew criticism from her competitors. She used similar rhetoric then to dismiss any suggestions of hypocrisy, citing “the first rule of war”: “know your enemy.”)

(FROM THE ARTICLE: Many in the crowd saw the IRS scandal as a new opportunity for the tea party to recapture the public’s attention. “You know, I have felt prejudice against my conservative ideas my entire life,” said Andrew Counts, 62, a retired higher-education administrator who lives on the Eastern Shore of Maryland. “Now is a good time for us to be heard. ” He held up a sign that read “Audit Liberal Goons” and “Stop the Abuse of IRS Power.” A man from Bethesda who called himself Cheap Charlie – he refused to give his name, “because we now know for sure that they are spying on us” – was doing swift business charging a not-so-cheap $10 for historic Reagan-for-president buttons. “I don’t even take a left turn in my car,” he said. “Maybe people are seeing our point now.” He and others in the crowd said the IRS should be abolished, as should big-government programs run by the Labor Department and the Agriculture Department. It was a sentiment many of the speakers echoed. “Anyone want to fire some IRS agents?” Paul called out to the cheering crowd. Few at the event spoke longer – a full 15 minutes – and more passionately than conservative radio host Glenn Beck, who used the occasion to highlight a laundry list of concerns, including the recent National Security Agency surveillance controversy, what he called “Benghazi-gate,” and the need for more religion in American life. “Vengeance belongs to God,” he said. He then compared Washington to Las Vegas, but adding, “At least Las Vegas admits to having crooks and prostitutes.” One man in the crowd just shook his head. “No God stuff. Just focus on the crimes of the IRS,” he called out. “That’s why we are here.”)

OfficeMax CEO Ravi Saligram and state Sen. Tom Cullerton made their pitch Tuesday during a hearing on the state’s pension crisis. Cullerton is a Villa Park Democrat and is sponsoring legislation to provide incentives if the company keeps at least 2,000 full-time jobs at its headquarters. Naperville-based OfficeMax and Boca Raton, Fla.-based Office Depot announced plans to merge in February. The companies are trying to decide where to locate their combined headquarters. Gov. Pat Quinn signed similar legislation in 2011 that gave Sears and other companies more than $100 million in subsidies when they threatened to leave the state.)

(FROM THE ARTICLE: Less than half of federal employees believe they will be rewarded or promoted for doing a good job, according to a new analysis. Forty-three percent, or four out of every 10 federal workers, said they thought they would receive performance-based awards or better job opportunities at their agencies, the nonprofit Partnership for Public Service and consulting firm Deloitte found. The data gauging employees’ perceptions of awards and promotions, based on the Partnership’s 2012 Best Places to Work in the Federal Government, reveal that it has been the survey’s lowest-rated category since 2005. The 2012 score is 2.5 points lower than the 2011 score. “The results are unsettling,” the report said. The analysis was based on six questions from the Office of Personnel Management’s 2012 Federal Employee Viewpoint Survey. They related to employee perceptions of fairness in performance evaluations, rewards and recognition for good work, creativity and innovation, merit-based promotions and opportunities for employees to move up within an agency. Of those questions, respondents gave the highest marks to the quality of performance evaluations, with 67 percent of employees saying they believed their reviews were fair. The feedback on the other questions was less reassuring. Three out of 10 employees said they were happy with their opportunities to advance at work and believed that promotions were merit-based, while four out of 10 said they were rewarded for high-quality work and were satisfied with the recognition they received. Thirty-six percent believed creativity and innovation were rewarded at their agencies. “The dissatisfaction may rest in part with the fact that there are may be limited opportunities for promotion and that some promotions are based primarily on length of service as employees move up the career ladder from new hire to full-performance level,” the report said. The Partnership’s analysis also showed that federal workers on the lower end of the pay scale were less satisfied with performance-based awards than those at the higher end of the spectrum, particularly employees in the General Schedule’s 13 to 15 grades. In addition, the report found that government lags behind the private sector in some areas. Private-sector employees were more optimistic than feds about receiving recognition for a good job and the existing opportunities for advancing within their organizations. In fact, employees outside of government rated opportunities for better jobs in their companies 14 points higher than did federal employees — one of the biggest disparities between the two sectors.)
